Golden Pacific Ventures, Inc. is an EB-5 Regional Center approved by the US Citizenship and Immigration Service to provide business opportunities to foreign investors in the State of Hawaii. Each EB-5 business is a project co-owned by the immigrant investor. Each project is developed under a Management Agreement between a group of EB-5 Investors and Golden Pacific in expectation of generating a financial return and qualifying the investor for US permanent resident status under the EB-5 immigration category.
To bring these projects together, Golden Pacific Ventures has a team of business, legal, immigration, and financial experts to help all parties achieve their EB-5 goals.
Regional Center Executive Management Team
PRESIDENT – James Wolf has practiced immigration and nationality law in California for more nearly 25 years. The California State Bar has certified him as a Specialist in Immigration and Nationality law. James holds a Bachelor degree in Foreign Service from Georgetown University and an MBA and JD law degree from the University of California at Davis. James holds overall responsibility for the legal, executive, and managerial activities of the Regional Center.
DIRECTOR – Joseph Kong has more than 30 years’ experience in real estate development in California and Hawaii. His activities have included executive direction of the planning, entitlement, permitting, financing, and construction management. He has served as the general partner in many real estate limited partnerships and tenant in common holdings. His companies provide mortgage banking and brokering, financing more than $100 million per year. Joe is originally from Hong Kong and travels to China frequently from his home base in San Francisco, California.
DIRECTOR – Siavash Afshar has over 30 years of successful real estate experience. Sid’s knowledge and drive have enabled him to direct numerous joint ventures in real estate and business. He has acquired, entitled, constructed, and sold many single family, multi family, and commercial projects. With over 30 years of progressive experience in real estate and business development, Sid is skillful in working with various governmental agencies, negotiating deals and professionally handling all aspects of real estate development.
CHIEF FINANCIAL OFFICER – John Hayden has more than 25 years’ experience as CFO, Treasurer, and Controller for various national corporations. John holds business degrees from the University of California, Berkeley and Santa Clara University. John has overall responsibility for the finance, accounting, and treasury functions of the Regional Center and each investor’s LLC.
BUSINESS DEVELOPMENT – Greg Birdsall has 25 years of experience building companies and organizations. Mr. Birdsall has 20 years of experience developing real estate In Washington State and the Hawaiian Islands. Mr. Birdsall also has an extensive background in sourcing building materials from mainland China. He operates from the perspective that you are only as good as the people and organizations you surround yourself with. Mr. Birdsall lives in the Hawaiian Islands with his wife Kandice of 23 years and has two beautiful grown daughters.
Transaction Partners/Professional Services
The Regional Center and its principals are banking clients of First Republic Bank, a federally insured private bank and wealth management company, accepting only wealthy individual and business clients. First Republic Bank is rated as The Best Private Bank in North America. The EB-5 investors of GPV will be recommended to First Republic Bank to be accepted as clients.

With almost $23 billion in assets, it is ahead of L.A.-based City National as the largest bank based in Southern California.
Golden Pacific was established by Lipman & Wolf LLP, an immigration law firm headed by James Wolf. Visawolf is a top immigration law firm in the US, and excels at immigration and naturalization legal services.
WTAS provides tax advisory services to the Regional Center. WTAS is a private tax advisory firm which provides its confidential services to high net worth individuals and private companies. The EB-5 clients of Golden Pacific will be recommended as clients of WTAS.
Central Escrow Inc of Los Angeles, CA handles escrow services for the Regional Center. Central Escrow handles more than $500 million in escrow transactions per month. Its partner in EB-5 escrow services is East West Bank.
